THE DEATH OF SLOBODAN MILOSEVIC: What Next for the Hague War Crimes Tribunal?

In light of the recent events surrounding the death of the former Yugoslav president months before a verdict in his war crimes trial, Dr. Payam Akhavan will explore the origins of his indictment, the politics surrounding his extradition and prosecution, and the potential consequences of his death for the former Yugoslavia and, more broadly, for the international community. 15:00, Moot Court. Reception to follow.

Dr. Payam Akhavan served as Legal Advisor to the Prosecutor's Office of the International Criminal Tribunal of former Yugoslavia (1994-2000), where he advised on the prosecution of leadership targets including Slobodan Milosevic. He has also served as Special Advisor to the United Nations on international criminal law matters in Cambodia, Guatemala, and East Timor, and Rwanda, and has represented sovereigns before international courts and tribunals. He was previously appointed as Visiting Professor at the University of Toronto, Yale Law School, and Leiden University in the Netherlands. He has published numerous articles on international law and human rights in leading scholarly journals and was selected by the World Economic Forum to attend the Davos Forum in 2006 as a Young Global Leader.

Payam Akhavan currently holds the Maxwell Boulton Senior Fellowship at the Faculty of Law of McGill University.

STUDY ON CANADA'S TREATMENT OF HUMAN TRAFFICKING VICTIMS: Why Canada got a failing grade, and the RCMP's response

Come join us for a talk on The Future Group's international study entitled "Falling Short of the Mark," which evaluates the record of various developed countries in protecting victims of human trafficking. Why did Canada get a failing grade? Come and find out at a presentation by the study's main author, Benjamin Perrin, Executive Director of [The Future Group]. Mr. Perrin will be joined by two representatives from the RCMP, speaking on the topic of "Impediments to Human Trafficking Enforcement and Strategies of the RCMP to Combat It."12:30, Room 201 NCDH.

This study has received national and international media attention since being released earlier in the month. Here's some reaction to it: "We'll see what we can do to begin to fix the system so we're more responsive to these victims." - Monte Solberg, Minister of Citizenship and Immigration (Reuters, 28 February 2006). "If we can learn from this report we should, because this is an international scourge." - Irwin Cotler, former Minister of Justice (Ottawa Sun, 2 March 2006).

Sgt. Dan Ste-Marie, RCMP (Ottawa) & Suzie Raymond, RCMP (Montreal) will speak on the topic of "Impediments to Human Trafficking Enforcement and Strategies of the RCMP to Combat It."
Dan Ste-Marie is a Sergeant in the RCMP with 20 years of service in Ottawa. For ten years, he was assigned to the Executive and Diplomatic Protective Service where he was responsible for close physical protection of Canada's executive, including the Prime Minister, Governor General, Cabinet Ministers and Supreme Court Justices. He has two years of experience in the Ottawa Drug Squad, two years in the War Crimes Unit, and five years with the Immigration and Passport/Special Investigations Section whose mandate is to investigate allegations of corruption at the Immigration and Refugee Board (IRB), Citizenship and Immigration Canada (CIC) and at missions overseas. He also investigates incidences of smuggling and human trafficking in the National Capital Region.
Suzie Raymond joined the RCMP in 2002 and is posted to the Immigration and Passport Section in Montreal. She has worked on files concerning human smuggling and immigration consultants. Since 2003, she has been working on the issue of human trafficking.
